Some states allow the elderly and disabled to have ID with no pic.

Some really older people, especially rural minorities, were born before hospitals allowed us to be born there and midwives couldn’t necessarily record births officially.

Some IDs cost money and are so distantly placed in locales w/no public transportation that it’s a burden. When I lived there, Texas, for ex, closed a lot of ID centers in minority neighborhoods.

Some IDs require both pictures and street addresses. Many Native Am reservations don’t have street addresses.

Of course, all these requirements are intended to thwart voting. It’s easier to buy an assault rifle. Priorities. 😒
